On April 28, 2026, at approximately 2:00 a.m., officers responded after receiving information regarding a suspected impaired driver observed leaving a convenience store on Main Street in Penetanguishene. The vehicle was further observed being operated in a reckless manner at a high rate of speed.

Police located the involved vehicle at a residence on Edward Street in Penetanguishene. Officers spoke with the driver, who displayed signs of alcohol impairment. The driver was arrested at the scene. Breath testing later confirmed impairment by alcohol.

As a result of the investigation, Todd MARKHAM, 46 years, of Penetanguishene, has been charged with:

• Operation Over 80 Milligrams of Alcohol

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Midland on June 11, 2026.

In a separate incident yesterday afternoon, officers were conducting traffic enforcement on Vasey Road in Tay Township when a vehicle was observed travelling at a speed of 156 km/h in a posted 80 km/h zone (see photo). The vehicle was stopped by police.

As a result of the investigation, the driver was charged with stunt driving. The vehicle was impounded for 14 days, and the driver’s licence was suspended.

The OPP reminds motorists that impaired and aggressive driving behaviours place everyone at risk and remain leading contributors to serious injuries and fatalities on Ontario roadways. Members of the public are encouraged to call 911 if they observe dangerous or impaired driving.

Turnaround times for Ontario Provincial Police (OPP) online police record checks have significantly improved, following the implementation of new efficiencies.

In the summer and fall of 2025, the OPP experienced a significant backlog in processing police record checks, with turnaround times reaching 12 to 14 weeks. We heard the concerns from community members and organizations who rely on timely results, and we took immediate steps to address the issue.

Over the past several months, the OPP conducted a full review of the Online Police Record Checks Unit (OPRCU), including an internal audit, updates to policies and procedures, and the allocation of additional resources to meet the increased demand.

These efforts have resulted in substantial improvements. While the OPP’s service standard is to complete all levels of record checks within 30 days, current turnaround times are averaging approximately 10 days.

While processing times may extend closer to the 30‑day standard during periods of peak demand, the OPRCU remains committed to maintaining timely and reliable service. Current turnaround times are published weekly on the application website.

For those living in OPP jurisdiction who require a record check, please visit the OPP online police record check process webpage. Please note that detachment staff are unable to process any applications locally.

If you have questions about your record check, please contact 1-833-909-0057 or opp.virtualdesk@tritoncanada.ca. We ask that members of the public use this line rather than calling the OPP’s non-emergency line (1-888-310-1122) to ensure those who require an immediate police response due to an ongoing crime or threat to public safety are able to access the critical support and resources they need.

The OPP will continue to monitor demand, adjust resources as needed, and refine processes to ensure the public receives efficient, responsive support moving forward.

“We recognize the impacts delays can have on those we serve. The OPP is committed to providing effective, professional service to our communities, and I am pleased with the great work of the Online Police Records Check Unit to improve turnaround times for police record checks.”

The Ontario Provincial Police (OPP) East Region is reminding motorists that it is their responsibility to ensure any aftermarket vehicle modifications comply with Ontario law before being installed and driven on public roadways.

While custom and aftermarket vehicle parts are widely available through retailers and online vendors, not all modifications are legal for on‑road use. Vehicle owners and drivers are responsible for ensuring any changes to their vehicle meet the requirements of the Highway Traffic Act (HTA) and associated regulations, regardless of where or how the parts are purchased.

OPP officers across East Region frequently encounter vehicles that have been modified in ways that compromise safety, visibility, or compliance with provincial legislation.

Common Illegal or Non‑Compliant Vehicle Modifications Include:

• Exhaust Systems:

Modified or louder‑than‑stock exhaust systems, including muffler bypasses or cut‑outs, are prohibited under the HTA.

• Licence Plates:

Licence plate covers, improper mounting, altered plates, or plates that are obstructed or difficult to read are illegal.

• Suspension and Structural Modifications:

Unsafe lift or lowering kits, tires extending beyond the vehicle’s fenders, and missing required mudflaps can pose safety risks and may violate provincial standards.

• Visibility and Lighting:

Tinted windows or windshields that obstruct the driver’s view, as well as the use of improper or coloured lighting (including non‑compliant headlights), are not permitted.

Depending on the violation, enforcement actions may include fines, licence plate seizure, vehicle towing, or requiring the vehicle to undergo a safety inspection.

The OPP emphasizes that enforcement efforts are focused on non‑compliant cosmetic or performance modifications that pose safety concerns, not on accessibility modifications such as wheelchair ramps, hand controls, or other adaptive equipment required by individuals with mobility or medical needs.

For more information on vehicle equipment requirements, motorists can consult the Highway Traffic Act or visit the Ontario Ministry of Transportation website.
