<td>The Federation of Ontario Cottagers&#8217; Associations (FOCA) opposes the changes to capital gains tax that were approved by vote in the House of Commons on June 12, 2024. These tax changes will negatively impact 150,000 seasonal property owners in Ontario alone and could devastate generational cottage ownership for middle class families.</p>
<p>&nbsp;</p>
<p>Despite the government’s assertion that the tax is targeted at wealthy investors, the hardest hit will, in fact, be families with one remaining parent who wants to pass the cottage, camp, or other secondary residence to the kids, through gifting or inheritance.</p>
<p>Waterfront property owners matter to rural Ontario, from Kenora to Kingston to Lake Erie to north of Temagami. Ontario cottagers are waterfront residents who are voters, environmental stewards of thousands of kilometres of shorelines, and economic contributors to rural communities where they have deep ties. FOCA&#8217;s <a href="https://atkgmkdab.cc.rs6.net/tn.jsp?f=001icATPk-np4YfswHzvgvx-3qQsrc44Bg2YwCHBvWeC1V3QbEL5LCCtmhZESOffJxPuS_cV_wtL3AdAbKjQpBLkPBL640yPXgcOc6u6H0tdWenHPcX7Pod-qqv3FiGMEL_9miZSe5wpVTUt4OZahhWeYV_jb2AnQrqmJ7NIx4D3Vfj0ivxiW4SiYVuF3Lx_sF7ehNCotVSh64mihF5e2lYD4WGwyfyzVDf6HgVJ59QlnDy8-N7EbJBK2VUlCXUlJWI&amp;c=AldllrIw82oip96o3XMXqP-EsAN5yQT9fHPaBj3XcGimOqPMFjEZHg==&amp;ch=Ya7aixIf5vLwiENAamjVsiFasFXbHcB77c_3mU1kPFTT_WKzZB4QSw=="><strong>2022 Economic Impact Study</strong></a> confirmed that an estimated $11.44 billion is spent each year by a quarter of a million waterfront property households across Ontario. For every 100 waterfront properties located in a community, 63 jobs are created in Ontario, with 54 of those jobs in the community itself.</p>
<p>FOCA is concerned that the fabric of Ontario cottage country – such a vital part of our Canadian culture – will be torn apart by the capital gains tax change. Over the past weeks FOCA has been copied on hundreds of letters from middle-class families to their MPs, each outlining how they are personally affected, and how this tax change may force the sale of the cottage out of the family. In many cases, these are homes have been passed through generations over multiple decades.</p>
<p>“Cottages are not investment properties for middle-class Ontario families, they are woven into the fabric of family and community history. This unfair taxation puts that heritage at risk,” stated Lesley Lavender, CEO of FOCA.</p>
<p>With the start date for this new tax rate set for June 25, 2024, seasonal property owners are being forced into an impossible position, having to choose between family legacy and financial security. This hasty implementation could lead to a surge in abrupt property listings, destabilizing Ontario’s waterfront communities.</p>
<p>On the matter of capital gains tax changes approved on June 12, 2024:</p>
<p>·    FOCA urgently calls on the government to <strong>postpone the June 25, 2024 implementation date</strong> to give families time to make informed financial decisions.</p>
<p>·    FOCA advocates for tax exemptions tailored to the unique circumstances of seasonal cottagers, such as <strong>a once-per-lifetime tax exemption for these kinds of inter-generational family transfers.</strong></p>
<p>By making these necessary adjustments, we can protect the cultural heritage that defines us as Canadians, while fostering the growth of our rural communities and the stewardship of our natural landscapes.</p>

<p>FOCA represents 250,000 families that live at the waterfront across Ontario, either seasonally or year-round.</p>
<p>The new Canadian capital gains tax rate announced by the federal government on April 16th raises significant concerns for many Canadians who have dedicated their lives to maintaining family properties.</p>
<p>In particular, FOCA is concerned because this tax will negatively impact 150,000 seasonal cottage owners in Ontario alone, when it comes time for them to transfer the cottage to the next generation. &#8220;It is important to recognize that these individuals are not the wealthiest 0.13% of Canadians as described by the government last week,&#8221; said FOCA&#8217;s CEO, Lesley Lavender, &#8220;but rather middle-class families who have cherished these properties as part of their heritage and family legacy, in many cases for multiple generations and over several decades.&#8221;</p>
<p>A couple who inherited their waterfront property from parents in the early 1980s when the average cost of a home was around $75,000, could have a property with a fair market value today of over $1,000,000 &#8211; according to Royal LePage&#8217;s <a href="https://atkgmkdab.cc.rs6.net/tn.jsp?f=001CMf3oLPLYt2NffglqvtpdoyDtW0faeY5-soC0xB3dIIP7o2eorkr7fdDWF7gQ-Ssdwo-4GOXwIRxZZ3s3K4DPY7JAbEbh3ke9JXdMxnMplERJnEkZ9mTDcgwG5RXBVBZEn7OvF2WehX_61PPqB6Ec7eJNfFufMC6UHyJetLhkCLla8W-4-avphMwFkGoqDpwhyNaoQqXqJ1al-nWCosLx7IoNJXSPUIA53ed7Q-Joit8VguUH0-wv0S2FTw5lSODes9i5_k2b327DcSWXSiRJeg_ZeeN-FW5MybxtSRztnM=&amp;c=64c-Wnthsg7TqdYrDwEOf1EvbHojhSVWa9kYjargFHO0LswOO3MrPQ==&amp;ch=HKauqLa8DjgMa91U7G3pbY8K0rtxd5jc9hQl4ov8F4-Qu-7fWMIzjw=="><strong>2024 Spring Recreational Property Report</strong></a>. That would represent a $925,000 capital gain upon disposition of the cottage in a sale or even by gifting the cottage to the kids, of which $425,000 would be taxed at the new higher rate (the amount above the $250,000 threshold for each person).</p>
<p>&#8220;This tax change will have a devastating effect on families&#8217; ability to keep the next generation in the cottage, which could have a profound cultural impact on our heritage and way of life as Canadians,&#8221; said Lavender. &#8220;It&#8217;s crucial that any tax measures consider the unique circumstances of cottage owners and preserve their ability to maintain these treasured properties within their families.&#8221; Otherwise, this tax could result in the premature sale of tens of thousands of Ontario cottage properties which would open the door to speculators, the proliferation of absentee landlords, and more short-term rentals in rural waterfront communities.</p>
<p>Rather, FOCA hopes the government will amend the application of this new tax to mitigate its impact on middle-class families, and ensure the traditional stewards of these cottage properties can continue to enjoy the waterfront for generations to come.</p>

<p class="paragraph">“Second home owners make up over half of Muskoka’s households” said Arfona Zwiers, Commissioner of Community and Planning Services. “To better understand the role these homes and their residents play in our communities, we are asking second home owners to share their feedback and provide the District with vital information used to plan for Muskoka’s future”.</p>
<p class="paragraph">The <a href="http://www.muskoka.on.ca/SHS">Second Home Survey</a> captures important information to inform key District initiatives such as the Growth Strategy and the Development Charges Background Study, which are scheduled to be updated in 2023-2024.  The Survey also serves to provide Muskoka District Council with information about second homeowners, their plans, and how they participate in our local economy.  <strong> </strong></p>

We recognize many second home residents have transitioned to become permanent residents or are making plans to do so in the future – that’s why it’s so important to understand the needs of all Muskoka’s residents. To identify their priorities and needs, we rely on the Second Home Survey to inform future plans and Muskoka District Council on how to plan for the future” said District Chair Jeff Lehman.</p>

<p class="paragraph">Residents who own a second home in Muskoka are encouraged to share their voice – the <a href="http://www.muskoka.on.ca/SHS">Second Home Survey</a> is open until February 27, 2023.</p>
<p class="paragraph">A link to the survey can be found online at <a href="http://www.muskoka.on.ca/SHS" target="_blank" rel="noopener">www.muskoka.on.ca/SHS</a> and can be completed at any time by the second-home owner, on behalf of all who experience the second home.</p>
<p class="paragraph">Second home owners may have also received an invitation in the mail from the District with more information about the study and its purpose &#8211; it’s not too late to share your feedback.</p>

										<content:encoded><![CDATA[<p>On Monday, August 1, 2022, at 1:35 p.m., the OPP Elgin County Detachment investigated a fraud after being called to a Southwold Township address.</p>
<p>It was determined that between June 3, 2022, and June 17, 2022, a resident responded to an ad on the internet for a cottage that was for rent in Bracebridge, Ontario. Both began to correspond at which time a down payment of $4,200 was agreed and subsequently e-transferred to the renter.</p>
<p>The victim contacted police after the renter requesting an additional $250. When the funds were not sent, the suspect ceased all contact with the victim.</p>
<p>The Elgin County OPP is continuing to investigate and is asking anyone with information to contact police at 1-888-310-1122. Should you wish to remain anonymous, you may call St. Thomas-Elgin Crime Stoppers at 1-800-222-TIPS (8477) where you may be eligible to receive a cash reward of up to $2000.</p>
<p>The investigation is continuing.</p>
