After more than 15 years with the City of Orillia, Ian Sugden, General Manager of Development Services and Engineering, is retiring this year.
“On behalf of Council, I would like to thank Mr. Sugden for his contributions, dedication and expertise over the past 15 years,” said Mayor Don McIsaac. “Our city has gone through a remarkable growth and development period and Mr. Sugden has been key in helping Council navigate this. We wish you all the best for a happy retirement.”
Mr. Sugden started his career with the City of Orillia in 2008 as Director of Planning and Development and was appointed as Director of Development Services and Engineering in 2017. Mr. Sugden is currently the General Manager of the Development Services and Engineering Department, which is responsible for parks planning, legislative services, building, parking, transit, planning, and housing, as well as engineering.
During his time with the City, Mr. Sugden played a key role in many major projects that have shaped the community including the Downtown Tomorrow Plan, Lakehead University Orillia campus development, Hydro One’s community investment, the Orillia Public Library, Laclie Street Reconstruction and Centennial Drive Area Improvements.
“Mr. Sugden has served the City of Orillia with absolute professionalism, bringing strong leadership to a diverse portfolio related to transportation, legislative services, and the growth and development of our community,” said Gayle Jackson, Chief Administrative Officer. “On behalf of City staff and the Strategic Leadership Team, I would like to thank Mr. Sugden for his valuable contributions and dedication to the Corporation. I wish him a very happy, well-deserved retirement.”

I am thankful for the support I’ve received from Council and the City’s administration, and for the relationships I’ve made over the years,” said Sugden. “I am proud to have contributed to the growth and development of Orillia and I know that the breadth of experience, professionalism and dedication of the Development Services and Engineering Department staff will continue to serve Orillia’s citizens well.”
Orillia City Council has authorized staff to begin a hiring process to replace Mr. Sugden.
