The Haliburton Highlands Detachment of the Ontario Provincial Police (OPP) has arrested and charged two individuals following an investigation involving drugs.
On Tuesday, September 16, 2025, members of the Haliburton Highlands OPP Detachment and Community Street Crime Unit (CSCU), with the assistance of the Tactics and Rescue Unit (TRU), Canine Unit, Emergence Response Team (ERT), and the Provincial Joint Forces Cannabis Enforcement Team (PJFCET), executed a search warrant at a location on Soyers Lake Road in the Township of Minden Hills. Items seized include 2,413 cannabis plants, twenty shotgun shells, and one air rifle.
As a result of the investigation, Guo-Zhang Chen, 54 of Scarborough, and Yaping Wu, 36 of Scarborough, have both been charged with:
· Cultivate, propagate or harvest a cannabis plant that is from seed or plant material that is illicit cannabis.
The accused are scheduled to appear before the Ontario Court of Justice in Minden at a later date.
