Freezing rain with ice accretion of 2 to 5 mm possible.
Strong easterly winds gusting up to 60 km/h.
Rainfall amounts of 10 to 20 mm may lead to localized flooding in low-lying areas.
Icy roads and local power outages possible.

Discussion:
A mix of snow and ice pellets this morning is expected to change to freezing rain this afternoon. The freezing rain will begin to change to rain this evening. Rainfall amounts of 10 to 20 mm are possible before rain tapers off Thursday morning. The partially frozen ground may have a reduced ability to absorb this rainfall and localized flooding in low-lying areas may be possible.
The new ice accretion in combination with the gusty easterly winds may result in localized power outages.
