The Ontario government is launching two one-time financial assistance programs to support communities impacted by the March 28, 2025 ice storm. The Municipal Ice Storm Assistance program will help municipalities pay for emergency response and clean-up costs and the Business Ice Storm Assistance program will help small businesses, small farms and not-for-profit organizations pay for costs not covered by private insurance.

“Our government is stepping up to provide impacted communities with the resources they need to recover and rebuild,” said Rob Flack, Minister of Municipal Affairs and Housing. “These new programs will deliver critical financial support to help make communities safe, protect local jobs and get businesses back on their feet.”

The March 28, 2025 storm impacted a wide area of central and eastern Ontario, leaving nearly 400,000 homes and businesses without power. Eligible small businesses, small farms, not-for-profit organizations and municipalities have until October 31, 2025 to apply for financial support under the programs.

Eligibility, program guidelines and application details for the assistance programs are posted online on the Municipal Ice Storm Assistance program and Business Ice Storm Assistance program webpages.

Quick Facts

The Municipal Ice Storm Assistance program will help affected municipalities with emergency response and recovery costs, including clean-up of fallen trees and making communities safe from hazardous branches along roads and paths. The amount of funding will be based on eligible municipal costs.

The Business Ice Storm Assistance program will provide up to $5 million for small businesses, small farms and not-for-profit organizations to assist with storm-related clean-up and essential repairs not covered by insurance.

Snow associated with a major winter storm is expected to arrive Tuesday afternoon and continue into Wednesday morning. There is a risk of ice pellets and freezing rain Tuesday night, with a complete changeover to rain possible for areas close to Georgian Bay.

The amount of snow will depend on how quickly precipitation changes to ice pellets, freezing rain or rain, although some locations may receive 15 to 25 cm of snow.

This is a heads up to the potential development of an impactful winter storm with heavy snow, ice pellets, and freezing rain. The exact track of this weather system is still somewhat uncertain, and as a result, expected snowfall amounts and precipitation types may change.

Warnings may be issued as this event draws nearer.

Rapidly accumulating snow could make travel difficult over some locations. Poor weather conditions may contribute to transportation delays.

Please continue to monitor alerts and forecasts issued by Environment Canada. To report severe weather, send an email to ONstorm@ec.gc.ca or tweet reports using #ONStorm.

Hydro One crews made significant progress yesterday restoring power to more than 112,000 customers affected by severe weather across parts of southern, central and eastern Ontario. Damaging high winds, lightning strikes and the accretion of freezing rain has damaged equipment or caused trees and branches to come down on power lines. As the severe weather is expected to continue in the evening, the company urges customers to remain prepared for additional outages.

“Our highly-skilled crews, damage assessors and support staff have made steady progress restoring power as severe weather continues to damage local infrastructure,” said Chong Kiat Ng, Vice President Distribution, Hydro One. “We understand power outages bring life to a halt, which is why we are continuously improving our storm response while making smart investments in a resilient and reliable electricity system to energize life for families, businesses and communities for years to come.”

While crews continue to restore power to approximately 120,000 customers that remain without power, Hydro One expects some customers in Arnprior, Bancroft, Bracebridge, Cobden, Huntsville, Kingston, Minden, Orleans, Parry Sound, Perth, Picton, Tweed, Vankleek Hill, Walkerton and Winchester will be without power overnight.

The company reminds the public to stay clear of any fallen power lines. If you spot a fallen line, keep at least 10 metres back, even if it does not appear to be live. Report it to 911 and call Hydro One at 1-800-434-1235. If you plan to use a generator, remember to keep it in a dry area outdoors and away from any open windows, doors or vents.

The Town of Bracebridge ended the significant weather event on December 30 at 4 pm. Public Works crews have been working around the clock since the storm began to maintain service levels and safety on the roads. Crews continue to clear sidewalks around town and some of them will remain closed until they can be cleared of snow for the safety of pedestrians. Thank you to residents and visitors for their continued patience and support.

The significant weather event was declared on December 24 in response to the winter storm that impacted Muskoka.

Public Works regularly patrol roads during the winter months to monitor conditions and deploy equipment and materials as necessary. Winter road maintenance is completed in accordance with the Ontario Minimum Maintenance Standards for Ontario Highways to ensure Town streets and sidewalks remain safe and passable for motorists and pedestrians.

Special weather statement continued for:
South River – Burk’s Falls,
Western Algonquin Park – Lake of Two Rivers,
Parry Sound – Muskoka,
Haliburton,
Fenelon Falls – Balsam Lake Park – Northern Kawartha Lakes,
Lindsay – Southern Kawartha Lakes,

Current details:
Major winter storm expected late this week into the holiday weekend.

Precipitation may begin as rain or snow late Thursday before possibly transitioning to rain in some areas by early Friday. Temperatures are expected to plummet on Friday leading to a potential flash freeze for locations that receive rainfall. Rapidly falling temperatures will be accompanied by strong to potentially damaging winds along with snow that may be heavy at times. Blizzard conditions are possible late Friday into the weekend for areas downwind of Georgian Bay.

A multi-day lake effect snow event is expected into the weekend in the wake of the system for locations east of the Great Lakes.

While there is high confidence in a high impact winter storm, the details regarding wind speeds, precipitation types and amounts remain uncertain at this time. However, there are some indications that significant snowfall amounts are possible in some areas. Please monitor your local forecast and the latest alerts for your area.

Consider altering plans through the holiday weekend as travel conditions may become dangerous. Extensive utility outages are possible. Temperatures Friday night into the weekend will likely be the coldest of the season to date.

Public Safety Canada encourages everyone to make an emergency plan and get an emergency kit with drinking water, food, medicine, a first-aid kit and a flashlight. For information on emergency plans and kits go to http://www.getprepared.gc.ca.

Please continue to monitor alerts and forecasts issued by Environment Canada. To report severe weather, send an email to ONstorm@ec.gc.ca or tweet reports using #ONStorm.

Snow squall watch issued for:
South River – Burk’s Falls
Huntsville – Baysville
Town of Parry Sound – Rosseau – Killbear Park

Current details:
Heavy flurries and local snow squalls expected beginning late Wednesday afternoon.

Hazard:
Locally heavy snowfall of 15 to 25 cm. Wind gusts of 60 to 80 km/h in combination with the new snowfall resulting in significantly reduced visibility in snow and blowing snow.

Timing: Late Wednesday afternoon through early Thursday morning.

Locally heavy flurries and snow squalls are forecast to develop late Wednesday afternoon in the wake of a strong cold front. These flurries and snow squalls will last through Wednesday night before shifting south of the area early Thursday morning.

Snow squalls cause weather conditions to vary considerably; changes from clear skies to heavy snow within just a few kilometres are common. Visibility may be suddenly reduced at times in heavy snow. Surfaces such as highways, roads, walkways and parking lots may become difficult to navigate due to accumulating snow.

Consider postponing non-essential travel until conditions improve.

Snow squall watches are issued when conditions are favourable for the formation of bands of snow that could produce intense accumulating snow or near zero visibilities.

Please continue to monitor alerts and forecasts issued by Environment Canada. To report severe weather, send an email to ONstorm@ec.gc.ca or tweet reports using #ONStorm.

Town of Bracebridge Public Works crews continue to clear fallen trees and debris from roadways and public property. This operation will carry over into next week. Residents are advised to use caution around trees that have hanging limbs and broken branches.

If you see downed or dangerous trees or branches on roadways, sidewalks, parks or trails (that are not in contact with overhead power lines) you can report it to the Public Works Department during office hours, Monday to Friday from 8:30 a.m. to 4:30 p.m., at 705-645-5264 ext. 3650 or publicworks@bracebridge.ca. If you have an after-hours emergency, please call 705-645-5264 to be connected with the on-call operator.

As the forecast changes, residents are reminded to monitor their property as the snow melst. Remove any leaves or debris from drains and roadways to allow water to flow and drain freely. For more information on flood safety and preparation, visit bracebridge.ca/emergencypreparedness.

District Municipality of Muskoka Waiving Brush Tipping Fees

To help support residents rid their property of brush and branch debris, the District Municipality of Muskoka will waive brush tipping fees at the Rosewarne Transfer Station in Bracebridge to aid in clean-up efforts. All vehicles must enter and exit over the scales. The site attendant will request information for tracking purposes – please be prepared to show proof of residency, as fees are being temporarily waived for Town of Bracebridge residents only.

For more information, including hours and operation at the Rosewarne Transfer Station, please visit www.muskokarecycles.ca or download the Muskoka Recycles mobile app.

Power Restoration

Power has returned to many areas of Bracebridge, however many properties are still waiting to be restored. Lakeland Power and Hydro One are continuing to restore power to the affected areas as soon as possible. For updates on the outages, visit outages.lakelandpower.on.ca and the Hydro One Storm Centre.

If you see a fallen power line, always assume it is live. The ground around downed power lines may be electrified. Stay 10 metres (33 ft) or more away from downed lines. You can be seriously hurt or killed if you make contact with electricity. To report fallen power lines or a power outage, contact Lakeland Power at 1-833-867-3777 or Hydro One at 1-800-434-1235 depending on your service provider.

Food Safety

During and after a power outage it is important to consider the safety of your food and water to protect against any food or waterborne illnesses.

As a rule of thumb, an unopened refrigerator will keep foods cool for 4 – 6 hours without power. Where a refrigerator has been opened and closed, the temperature cannot be maintained. If you are unsure if a food is safe for consuming, remember, when in doubt, throw it out.

All hazardous foods (meat, poultry, dairy, fish and eggs) that have been stored above 4 C (40 F) for more than 2 hours must be discarded due to the increased risk of the growth of organisms that can cause food borne illness. It is recommended that you discard:

Raw or cooked meat products such as cold cuts, poultry and poultry products.

Fish and seafood.

Milk and milk products, including yogurt and cheese.

Casseroles, stews, soups.

Salads such as pasta, potato, and rice.

Raw and cooked vegetables.

If your chest freezer is full, foods inside should remain safely frozen for up to 48 hours after a power outage. If your freezer is half full, foods inside should remain safely frozen for 24 hours after a power outage. Any foods that are thawed should be thrown out. For example:

Discard thawed vegetables, fish, shellfish, ice cream and frozen foods because bacteria multiply rapidly in these foods.

Partially thawed foods that still contain ice crystals can be safely refrozen. However partial thawing and refreezing reduces the quality of most foods.

Fruits that still look and smell good may be refrozen.

For more information on food safety during a power outage, visit Simcoe Muskoka Health Unit.

Be a Good Neighbour

Take the opportunity to check in on your neighbours and those who are vulnerable while the power remains out in areas throughout Bracebridge.

Personal Safety

Some properties have now been without power for over 30 hours. If residents feel they are in danger, they should call 9-1-1 immediately. For more information on staying safe and emergency preparedness, visit bracebridge.ca/emergencypreparedness.
