Fresh water is our most precious natural resource, needed for drinking, cleaning and sanitation, recreation, industry, agriculture, and ecosystem health. Water is also sacred to many Indigenous peoples and honoured as a giver of life. Yet, fresh water in Canada is under increasing pressure from climate change, pollution and other threats. Canadians recognize the importance of fresh water and have called for action.

Today, the Honourable Steven Guilbeault, Minister of Environment and Climate Change, officially announced the establishment of the Canada Water Agency as a standalone federal entity headquartered in Winnipeg, Manitoba. Previously within Environment and Climate Change Canada for an interim period, the new independent agency will strengthen freshwater management in Canada by providing leadership and improved coordination and collaboration federally and with provinces, territories and Indigenous peoples.

“Canadians value fresh water and understand its importance for health, prosperity and cultural practices. Given pollution, land use and other stressors, we must take action now to safeguard fresh water,” Guilbeault said. “The creation of the Canada Water Agency is a key step in strengthening freshwater management, protection and stewardship in Canada.”

As a standalone entity, the Canada Water Agency will work closely with partners to deliver major elements of the Freshwater Action Plan, build a strong approach to freshwater protection, and help address transboundary freshwater challenges and opportunities.

Photo courtesy of the Canada Water Agency via X

The agency also will provide freshwater policy expertise and lead the development of a national freshwater data strategy, which will make it easier for Canadians to make informed decisions impacting their environment, economy, health and safety. It will also work closely with Environment and Climate Change Canada and other federal departments and agencies to support and leverage freshwater science.

“Tackling today’s freshwater challenges will require strong collaboration among governments, Indigenous partners, non-government organizations, academia, industry, and others,” said Terry Duguid, Parliamentary Secretary to the Prime Minister and Special Advisor for Water. “The Canada Water Agency will provide the leadership to foster the partnerships that we need to protect fresh water. I think that it is fitting that Winnipeg, at the confluence of the Red and Assiniboine Rivers which flow into Lake Winnipeg, is home to this important federal agency.”

The Canada Water Agency will administer freshwater funding programs in eight waterbodies of national significance: the Great Lakes, Lake Winnipeg, Lake of the Woods, Lake Simcoe, the St. Lawrence River, the Mackenzie River, the Fraser River and the Wolastoq/Saint John River.

Over the coming years, the Canada Water Agency will provide grants and contributions to hundreds of projects supporting the restoration and protection of fresh water in Canada funded by the historic $650 million investment outlined in Budget 2023.

The agency will be based in Winnipeg, a historical gathering place for Indigenous peoples and home to Lake Winnipeg—one of the world’s largest freshwater lakes and a priority Canada Water Agency waterbody. The agency will also have five regional offices across Canada to ensure responsiveness to local freshwater issues.

Tracy Schmidt, Manitoba Minister of Environment and Climate Change, said Manitoba is proud to be the home of the new Canada Water Agency.

“With over 100,000 lakes, Manitobans value our fresh water and care deeply about the health of our waterways,” said Schmidt, adding that the government is proud to have recently established Manitoba’s first-ever formal Nutrient Targets Regulation for Lake Winnipeg and its tributaries to reduce nutrient loading and restore the health of this important lake.

“We look forward to the increased opportunities for collaboration that will come from having the Canada Water Agency here in Manitoba, and our government is pleased to work together with the federal government, Indigenous communities, other freshwater experts, and all stakeholders to ensure the health of our waterways for generations to come.”

It is clear that the creation of the Canada Water Agency as a standalone marks an important step for Canada in protecting and restoring freshwater resources. Through its efforts, the agency will help safeguard freshwater for generations of Canadians, which in turn improves upon the environment, economy, health and safety of Canada.

The governments of Canada and Ontario are investing more than $1 million through the Sustainable Canadian Agricultural Partnership (Sustainable CAP) to support the productivity and growth of businesses in the province’s maple syrup sector.

The Maple Production Improvement Initiative is supporting 77 maple syrup producers with cost-shared funding to support a range of activities to enhance their operations. The initiative supports the purchase and installation of upgraded equipment for eligible syrup producers, that will increase productivity, efficiency and growth, such as reverse osmosis or remote monitoring systems. It also provides funding to cover a portion of woodlot management activities, including tree marking and the development of a forest plan, to assist the operation of eligible businesses.

“Ontario’s maple syrup producers work hard to produce top-quality products that are enjoyed around the world,” said the Honourable Lawrence MacAulay, federal Minister of Agriculture and Agri-Food. “This funding will help them to increase efficiency and upgrade their equipment to keep their maple businesses growing.”

“Maple syrup is a quintessentially Canadian treat and this program is designed to expand the size, efficiency and competitiveness of Ontario’s maple syrup sector,” said Lisa Thompson, Ontario Minister of Agriculture, Food, and Rural Affairs. “Through the Maple Production Improvement Initiative, we’re working to increase production, supporting specific growth targets laid out in our Grow Ontario Strategy.”

This initiative was developed following discussions with sector businesses. It builds on other actions the government has taken to support the overall growth of the agriculture and food industry, such as recent investments of up to $12 million through the Grow Ontario Market Initiative, up to $25 million through the Agri-tech Innovation Initiative and more than $68 million through the Ontario Agricultural Sustainability Initiative.

Sustainable CAP is a five-year (2023-2028), $3.5-billion investment by federal, provincial and territorial governments to strengthen competitiveness, innovation, and resiliency of the agriculture, agri‐food and agri‐based products sector. This includes $1 billion in federal programs and activities and a $2.5 billion commitment cost-shared 60 per cent federally and 40 per cent provincially/territorially for programs designed and delivered by the provinces and territories.

Quick Facts

The Maple Production Improvement Initiative has been delivered by the Ontario Soil and Crop Improvement Association (OSCIA). Applications were received starting November 9, 2023.

Ontario government calculations suggest over 1,000 jobs and close to $42 million in gross domestic product (GDP) were attributed to the maple industry value chain (farm, processing and retail), in 2022.

Ontario is Canada’s third-largest maple syrup producing province, behind Quebec and New Brunswick. In 2022, it produced 4.5 per cent of Canada’s maple syrup or about 2.68 million litres of syrup.

Building sector capacity and growth through realizing the potential of value added agri-food and agri-products were among the top priorities set for Sustainable CAP by the federal-provincial-territorial agricultural ministers in The Guelph Statement.

Maple Weekend is April 6-7, in Ontario. Consider visiting a participating maple producer to check out the festivities.

The Honourable Dominic LeBlanc, Minister of Public Safety, Democratic Institutions and Intergovernmental Affairs, joined by the Honourable Pablo Rodriguez, Minister of Transport and Quebec Lieutenant, Valérie Plante, Mayor of Montréal, Mike Duheme, Commissioner of the Royal Canadian Mounted Police (RCMP), and Fady Dagher, Chief of the Service de police de la Ville de Montréal (SPVM), announced a federal investment of $15 million to support law enforcement agencies’ work to combat auto theft.

$9.1 million will be extended to provincial, territorial and municipal police forces through the Contribution Program to Combat Serious and Organized Crime (CPCSOC) to increase their capacity to take custody of detained stolen vehicles from the Canada Border Services Agency (CBSA).

In addition, to enhance information sharing and investigative tactics to identify and retrieve stolen vehicles and parts around the world, INTERPOL’s joint transnational vehicle crime project will receive $3.5 million.

The Government of Canada will also continue to engage its domestic and international partners to ensure a coordinated response to this issue, supported through an investment of $2.4 million.

Auto theft is impacting thousands of households every year, particularly in our urban centres. It increasingly involves organized crime groups, who are using the proceeds of those thefts to fund other illegal activities. Today’s announcement is another step the Government of Canada is taking to combat auto theft, building on these recent actions:

Increasing the capacity of the CBSA by investing $28 million to detect and search shipping containers for stolen vehicles, as well as enhance collaboration on intelligence sharing with partners across Canada and internationally to help identify those involved within the supply chain and arrest those who are perpetuating these crimes. This includes exploring detection technology solutions and the use of advanced analytical tools, such as artificial intelligence.

Pursuing all avenues to ban devices used to steal vehicles by copying the wireless signals for remote keyless entry, such as the Flipper Zero, which would allow for the removal of those devices from the Canadian marketplace through collaboration with law enforcement agencies.

Modernizing the Canadian Motor Vehicle Safety Standards to ensure they consider technological advancements to deter and prevent auto theft.

Examining potential amendments to the Criminal Code to further strengthen the legal framework related to auto theft, including by reviewing existing offences and penalties.

Investing $121 million to help prevent gun and gang violence in Ontario, including organized crime and auto theft, through the Initiative to take Action Against Gun and Gang Violence (ITAAGGV).

The Government of Canada and its partners continue to work together to identify solutions to this issue. At the conclusion of the recent National Summit on Combatting Auto Theft, participants endorsed a Statement of Intent and are working to finalize an action plan, which will be released this winter.

“Local police services from across the country play a crucial role in combatting auto theft. As was highlighted at the recent National Summit on Combatting Auto Theft, collaboration is essential to combatting this crime efficiently. The investment we are making today will enable police services to further strengthen their cooperation.” – The Honourable Dominic LeBlanc, Minister of Public Safety, Democratic Institutions and Intergovernmental Affairs

“Too many Montrealers have been impacted by car theft. Our Government is taking major steps in our work with the auto industry, ports, and police, to make sure they have the tools they need. We all have a part to play in preventing car theft. We’re working as a team. It’s the only way to protect Canadians.” – The Honourable Pablo Rodriguez, Minister of Transport and Quebec Lieutenant

“Behind every car theft, there are serious impacts for vehicle owners, visitors and the reputation of the metropolis. Car thefts are a gateway to the criminal network for many young people, and we need to take concrete action. The funding announced today will certainly reinforce the strike force of the SPVM, other police forces and partners involved. We salute this gesture by the Government of Canada and will remain mobilized to fight effectively against this scourge.” – Valérie Plante, Mayor of Montréal

Regular visits to an oral health professional have proven to reduce the risk of tooth decay, gum disease and other serious health problems, such as cardiovascular disease and stroke. However, we know that in 2022 one in four Canadians reported avoiding visiting an oral health professional because of the cost and that a third of the people living in Canada do not have dental insurance. Access to oral health care should not be dependent on Canadians’ ability to pay.

Last December, the Government of Canada launched the Canadian Dental Care Plan (CDCP), a new federal plan, administered with the support of Sun Life, which will help make oral health care more affordable for up to nine million Canadian residents who do not currently have access to dental insurance.

Today, the Government of Canada announced further details on the oral health care services that will be covered under the CDCP to prevent and treat oral health issues and disease. The majority of services covered under the CDCP will be available as of May 2024 when the first cohort of CDCP clients will begin to receive services. Some oral health care services such as crowns, initial placement of partial dentures, and general anesthesia will require preauthorization, prior evaluation from an oral health provider, which will be available beginning in the fall of 2024.

The Government is also making the 2023 CDCP established fees available via Sun Life’s website to help inform providers ahead of the release of the 2024 fees. Each service covered under the plan will be compensated at 2024 CDCP fees when services start being offered in May. The CDCP will reimburse a percentage of the cost, based on established CDCP fees, which are not the same as the provincial and territorial suggested fee guides. People covered under the CDCP may have to pay an outstanding amount such as a co-payment or additional charges, which would be paid directly to their oral health provider. CDCP fees will be reassessed annually to account for new evidence, inflation, and changes in costs over time.

To limit out-of-pocket costs, oral health providers participating in the CDCP will bill Sun Life directly for the eligible services provided to ensure timely reimbursement. Before receiving any oral health services, people covered under the CDCP should confirm that their provider is participating in the program and whether there may be any costs that will not be covered by the plan.

The support and participation of oral health care providers across the country are essential to the successful roll-out of the CDCP and to improving access to dental care in Canada. The Government will continue to actively engage with oral health providers so they are well informed, and supported with informational resources. Oral health providers will be able to confirm their participation in the CDCP through the Sun Life portal starting on March 11, 2024.

The CDCP is a key part of the Government of Canada’s plan to making life more affordable for Canadians.

Government Of Canada Press Release:

Oral health is an important part of our overall health and well-being. Regular visits to an oral health professional have proven to reduce the risk of tooth decay, gum disease and other serious health problems, such as cardiovascular disease and stroke. Yet, we know that a third of the people living in Canada do not have dental insurance, and in 2022, one in four Canadians reported avoiding visiting an oral health professional because of the cost. Access to oral health care should not be dependent on Canadians’ ability to pay.

Today, the Government of Canada announced the details of the upcoming roll-out of the Canadian Dental Care Plan (CDCP), a significant milestone for the health and well-being of people in Canada. Once fully implemented, the CDCP will help ease financial barriers to accessing oral health care for up to nine million uninsured Canadian residents with an annual family income of less than $90,000.

To meet anticipated demand and ensure a smooth onboarding process, the CDCP will be rolled out using a phased approach over the coming months, starting with seniors. Applications will first open for seniors aged 87 and above in December 2023, expanding in phases to those aged 77 to 86 in January 2024, followed by those aged 72 to 76 in February 2024, then those aged 70 to 71 in March 2024. Individuals in these age groups who may be eligible will receive letters inviting them to apply, with instructions on how to validate their eligibility and apply by telephone.

In May 2024, applications will shift to an online portal and will open for eligible seniors 65 and older. Persons with a valid Disability Tax Credit certificate and children under the age of 18 will be able to apply online starting June 2024. All remaining eligible Canadian residents between the ages of 18 and 64 will be able to apply online starting in 2025.

Canadians who are enrolled in the CDCP will be able to start seeing an oral health provider as early as May 2024, starting with seniors. The start date to access oral health care will vary based on when each group can apply, when the application is received and when enrolment is completed. This coverage start date, details of coverage, and member card will be sent by Sun Life, the contracted service provider, in a welcome package.

A wide range of oral health care services will be covered under the CDCP to prevent and treat oral health disease. Examples of these services include preventive care such as scaling (cleaning), polishing, as well as other services such as exams, x-rays, fillings, removable dentures, and root canal treatments. As part of a continuous improvement approach, the CDCP will be reviewed regularly based on data and evidence to ensure it meets the needs of Canadians.

Oral health professionals play a vital role in delivering oral health care, and this plan will allow more Canadians to receive their care. Resources and tools on how to assist and inform their patients about the CDCP will be provided to the oral health professional community.

The CDCP is an important part of the Government of Canada’s plan to make life more affordable for Canadians.

For more information on the CDCP, eligibility, the phased application roll-out and examples of what will be covered, visit Canada.ca/dental.

Canada is a top destination for international students, thanks to our high-quality educational institutions; our welcoming, diverse society; and the opportunities for some to work or immigrate permanently after graduation. While international students have contributed to life on campuses and innovation across the country, they have also experienced some serious challenges, such as finding adequate housing, as they pursue their studies in Canada.

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced today that starting January 1, 2024, the cost-of-living financial requirement for study permit applicants will be raised so that international students are financially prepared for life in Canada. Moving forward, this threshold will be adjusted each year when Statistics Canada updates the low-income cut-off (LICO). LICO represents the minimum income necessary to ensure that an individual does not have to spend a greater than average portion of income on necessities.

The cost-of-living requirement for study permit applicants has not changed since the early 2000s, when it was set at $10,000 for a single applicant. As such, the financial requirement hasn’t kept up with the cost of living over time, resulting in students arriving in Canada only to learn that their funds aren’t adequate. For 2024, a single applicant will need to show they have $20,635, representing 75% of LICO, in addition to their first year of tuition and travel costs. This change will apply to new study permit applications received on or after January 1, 2024.

While this will help prevent student vulnerability and exploitation, we recognize that the impact of the change could vary depending on the applicant. Next year, in collaboration with partners, we intend to implement targeted pilots that will test new ideas aimed at helping underrepresented cohorts of international students pursue their studies in Canada.

Today’s announcement follows important reforms to the International Student Program announced on October 27, 2023, regarding the development of a new framework to recognize learning institutions that provide top-quality services and support, including housing, to international students. We expect learning institutions to only accept the number of students that they can provide adequate supports for, including housing options.

In welcoming international students, we have a responsibility to make sure that students are supported when they come to our country. Ahead of the September 2024 semester, we are prepared to take necessary measures, including limiting visas, to ensure that designated learning institutions provide adequate and sufficient student supports as part of the academic experience. In order to achieve this result, it is imperative to work together with provincial and territorial governments, learning institutions and other education stakeholders, so we can ensure international students are set up for success in Canada.

Minister Miller also provided an update on 3 temporary policies affecting international students that were all set to expire at the end of 2023, including the following:

The waiver on the 20-hour-per-week limit on the number of hours international students are allowed to work off campus while class is in session will be extended to April 30, 2024. International students already in Canada, as well as applicants who have already submitted an application for a study permit as of December 7, 2023, will be able to work off campus more than 20 hours per week until that time. We continue to examine options for this policy in the future, such as expanding off-campus work hours for international students to 30 hours per week while class is in session.

The facilitative measure that has allowed international students to count time spent studying online towards the length of a future post-graduation work permit, as long as it constitutes less than 50% of the program of study, will continue to be in place for students who begin a study program before September 1, 2024. This measure will no longer apply to students who begin a study program on or after that date. Distance learning facilitation measures were first implemented in 2020 in response to travel restrictions during the pandemic, and were reduced in scope in September 2022. At this point, the vast majority of international students are studying in person in Canada.

In response to labour market disruptions during the pandemic and post-pandemic recovery, a temporary policy was introduced on 3 occasions to provide an additional 18-month work permit to post-graduation work permit holders as their initial work permit was expiring. Foreign nationals with a post-graduation work permit expiring up to December 31, 2023, remain eligible to apply. However, this temporary policy will not be extended further.

We value the significant social, cultural and economic benefits that international students bring to Canada, and for those benefits to continue, we must tackle issues that have made some students vulnerable and have challenged the integrity of the International Student Program. With the long-overdue increase to the cost-of-living threshold, students arriving in Canada will be on a stronger financial footing as they begin their studies.

That is why the Government of Canada supports youth at every stage of their journey towards a bright future through its comprehensive array of youth programming, that includes Canada Summer Jobs (CSJ).

On November 21, 2023, the Honourable Marci Ien, Minister for Women and Gender Equality and Youth, will launch the employer application period for CSJ 2024. Employers from not-for-profit organizations, the public sector, and private sector organizations with 50 or fewer full-time employees in Canada can apply for funding until January 10, 2024, to hire young Canadians next summer. Full-time job placements will become available starting in April 2024.

CSJ 2024 will aim to create 70,000 summer jobs for young Canadians, with an emphasis on creating jobs for youth facing barriers to employment. This is part of the over 140,000 opportunities that the Government of Canada aims to create for youth this year.

Each year, the Government establishes national priorities for CSJ to reflect Canada’s diverse population and evolving needs. The priorities for CSJ 2024 are:

Youth with disabilities or with organizations that provide services to persons with disabilities;

Youth that are underrepresented in the labour market, including:

Black and other racialized youth

Indigenous youth

2SLGBTQI+ youth

Youth in rural areas, remote communities, or official language minority communities;

Jobs that provide exposure or experience related to the skilled trades, which may include opportunities in the residential construction sector; and

Every day, 12 people die by suicide in Canada. Each life lost by suicide can have far-reaching effects, whether that’s families grappling with the loss of a loved one or the ripple effects that are felt within their communities. Suicide is a serious public health issue that impacts people of all ages and backgrounds across the country, including youth. The Government of Canada is taking steps to help ensure that everyone in Canada has access to suicide prevention resources and other crisis supports—whenever and wherever they need them.

In July, the Government of Canada announced an investment of $156 million over three years to the Centre for Addiction and Mental Health (CAMH) for the implementation and operation of 9-8-8: Suicide Crisis Helpline, building on their experience delivering Talk Suicide Canada.

Today, the Honourable Ya’ara Saks, Minister of Mental Health and Addiction and Associate Minister of Health, announced that Kids Help Phone has signed a service agreement with CAMH and will join the 9-8-8: Suicide Crisis Helpline network. Kids Help Phone is Canada’s only 24/7 e-mental health service offering free, confidential support to young people in English and French. Kids Help Phone will provide specialized support to young people who reach out to 9-8-8.

As of November 30, 2023, 9-8-8: Suicide Crisis Helpline will be available in English and French, 24 hours a day and seven days a week, to everyone in Canada. The 9-8-8 service will offer trauma-informed and culturally appropriate suicide prevention services and will be delivered by trained crisis responders using best practices, procedures and protocols. Implementation and delivery of the 9-8-8 service will continue to be informed by ongoing engagement with provinces and territories, and organizations representing populations most affected by suicide.

By joining the 9-8-8 network, partners will continue to provide support to their communities, both through their existing crisis services and by taking calls and texts from 9-8-8. When someone reaches out to 9-8-8, wherever possible, they will be connected to the responder that is closest to them, based on their area code. A robust national Hub will provide additional capacity, taking calls and texts when a local responder is not available.

While work is underway to implement 9-8-8, people in Canada continue to have access to Talk Suicide Canada, which offers bilingual crisis and suicide prevention support, 24 hours a day, seven days a week.

The federal government announced over $20 million to build 48 purpose-built rental homes in Orillia. The funding will come as fully repayable low-interest loans through the Rental Construction Financing Initiative (RCFi).

Located at 175 Oxford, the Regent Park House by Kindred Works will transform an underutilized parcel of land into a medium-density housing development, through three-storey walk-up apartment units with a total of 48 units. There will also be a garden to make it more lively and sustainable for the residents.

Construction of the project is expected to be completed by the spring of 2025.

Canada’s construction of rental homes has not kept pace with the country’s growing cities and population, leading to a decline in the existing and aging rental stock for decades. To tackle this issue, the federal government introduced the RCFi to help build more rentals across the country. Increasing the overall supply of rental housing is crucial to creating stronger and more vibrant communities that Canadians can feel proud to call home.

“We need to boost housing supply, this is why we are making strategic investments, through programs like the Rental Construction Financing Initiative, to build much-needed rental units across the country. All Canadians deserve a safe place to build and live their lives in, and we will ensure this becomes a reality.” – The Honourable Sean Fraser, Minister of Housing, Infrastructure and Communities

“The federal government’s Rental Construction Financing Initiative is doing exactly what it is designed to do, enabling the building of safe, secure mixed income rental housing for Canadians across the country. We’re thrilled that our Orillia project, the Regent Park House, is part of this initiative. Because of this program we will be able to provide one third of the units at below market rent meeting the Core Housing Need of those in Orillia community” – Tim Blair, CEO & Managing Partner Kindred Works.

“We are excited Regent Park House in Orillia is under way, it represents our commitment to reach carbon neutrality in our developments. The project is designed to use very little energy and generate as much electricity as it uses over a year, resulting in zero carbon emissions in operations. Through careful selection of materials, we are also achieving a 50 per cent reduction in embodied carbon in construction materials.” – David Constable, Managing Partner Kindred Works

Quick facts:

The Government of Canada’s National Housing Strategy (NHS) is an ambitious, 10-year plan that will invest more than $82 billion to give more Canadians a place to call home.

The Rental Construction Financing Initiative (RCFi) provides fully repayable low-interest loans to encourage the construction of more purpose-built rental housing for middle income Canadians. It creates a positive impact to the housing system at minimal cost to taxpayers.

RCFi is one of many programs and initiatives under the National Housing Strategy designed to help address housing needs across the housing continuum.

RCFi complements other NHS initiatives that focus on funding affordable housing units for lower-income households.

Through RCFi, the federal government is encouraging the construction of more than 71,000 rental units.

A stable supply of purpose-built rental housing is essential for more people in Canada to have access to housing that meets their needs.
