<p>The Ministry of Natural Resources (MNR) – Bracebridge-Minden-Parry Sound District is advising area residents that a Flood Watch bulletin is in effect for the Black, Gull, and Muskoka River Watersheds in the District until Friday, May 02, 2025.</p>
<p>The Flood Watch will affect residents within the MNR Bracebridge-Minden-Parry Sound District, which includes portions of the District Municipality of Muskoka, and the County of Haliburton.</p>
<p>Residents should expect water levels and river flows to remain high through the April 25-27 weekend and into the week of April 28- May 2.</p>
<p>Runoff into local lakes and rivers is anticipated to increase with forecasted rainfall.</p>
<p>MNR advises residents to exercise extreme caution concerning ice conditions. No ice is safe ice. High water levels combined with a forecast for high winds has the potential to damage shoreline infrastructure due to moving ice.</p>
<p>MNR also advises extreme caution when using forest access roads for outdoor activities as many are seasonally inundated with water, prone to washouts and may be impassible due to current water levels.</p>
<p>Lower-lying portions of known flood-prone areas will be impacted to varying degrees as lake and river water levels remain high in response to recent and forecast precipitation and melting snow in the coming week. Residents and visitors should exercise caution while around waterbodies and maintain close supervision of children and pets.</p>
<p>Residents that have been affected by high water and flow conditions in the past should continue take necessary action to protect/secure any vulnerable property in proximity to rivers and lakes and closely monitor developing conditions and regularly check for updated messages.</p>
<p>The ministry is closely monitoring the weather and developing watershed conditions. Further updates will be issued as appropriate.</p>

<p>Residents and those visiting the area are advised to be aware of current watershed conditions. Higher than normal water levels and flow conditions exist throughout the area and residents are reminded to keep a close watch on weather conditions, regularly check for updated messages, and exercise caution near fast-moving rivers and streams.</p>

<p>Precipitation amounts of up to 10 mm were recorded over the April 2/3 period within these watersheds.</p>
<p>Temperatures over the next 7 days are expected to remain seasonal with daytime highs up to +12°C and nighttime lows down to -10°C.</p>
<p><em>Description of Current Conditions</em></p>
<p>High water levels and river flows are anticipated in the areas covered by this bulletin. The melting snowpack within the watersheds is anticipated to contribute to increased runoff as a result of the recent precipitation and warmer daytime temperatures. Flooding is possible if additional rainfall is received.</p>
<p>Ice on local lakes and rivers is unsafe and is breaking up. High winds combined with high water levels have the potential to damage shoreline infrastructure due to moving ice.</p>

										<content:encoded><![CDATA[<p>With the recent high water levels, the <a href="https://www.lioapplications.lrc.gov.on.ca/webapps/swmc/flood-forecasting-and-warning-program/files/minden-parry-sound-bracebridge.pdf">Flood Watch Bulletin</a> issued by the Ministry of Natural Resources and Forestry (MNRF) remains in effect until at least Friday, April 26, 2024.</p>
<p>The Township continues to advocate on behalf of residents to the MNRF for proactive dam and water level management.</p>
<p>Water levels have receded slightly from their peak. However, with more rain in the forecast, the Township would remind residents and visitors to remain vigilant and heed the following precautions.</p>
<p>Keep in mind that saturated areas adjacent to still and moving water can be unstable and/or slippery especially during the spring. The public is asked to stay back from riverbanks and flowing water and watch children and pets around these areas.</p>
<p>For those who choose to navigate waterways, please be mindful of your speed to avoid unnecessary erosion of the adjacent shorelines and stay on the lookout for floating debris in the waterway.</p>
<p>Items close to the water’s edge and in the lower levels of boat houses should be secured to prevent damage. It is further recommended that you disconnect boathouses from the electrical supply and weigh down docks that may be susceptible to floating away.</p>
<p>Properties in flood prone areas using a well for potable water should assume the water is not safe to drink. Property owners are responsible for monitoring their own wells.  Please visit the <a href="https://www.simcoemuskokahealth.org/Topics/SafeWater/drinkingwater/Drinking-water-safety-and-floods">Simcoe Muskoka District Health Unit website</a> for more information on private water during and after a flood.</p>

										<content:encoded><![CDATA[<p>First Onsite Property Restoration, Canada’s leading property restoration company, marks the end of winter and the official first day of spring (Tuesday, March 19) with the release of the first leg of its annual survey – examining Canadians’ concerns, perceptions, and property readiness amid ever-changing weather patterns.</p>
<p>Commissioned by FIRST ONSITE, the <em>Weather and Property Survey</em> explores Canada’s top disaster fears (including climate change, spring flooding, wildfires, landslides, etc.) It also asks about threats and concerns for property during severe weather events.</p>
<p>“We conduct this survey every year to get a benchmark of Canadian attitudes, weather worries, and concerns that business and homeowners have for their properties,” said Jim Mandeville, SVP, First Onsite Property Restoration. “People are aware that storms aren’t acting like they used to, and we are seeing an increase in all types of property damage from weather events.”</p>
<p><strong>Climate change concerns</strong><br />
Three quarters of respondents (73%) are worried about climate change and its effects on extreme weather and disasters. This concern was highest in Quebec (79%), British Columbia (77%) and Ontario (75%) and the lowest in Atlantic Canada (67%), Manitoba and Saskatchewan (66%) and Alberta (60%).</p>
<p><strong>Wildfires and smoke</strong><br />
Not surprisingly, regional wildfire concerns were highest in British Columbia (82%) and Alberta (76%). Both provinces also led the way in terms of wildfire smoke fears. Also included in the smoky mix, Quebec (66%), Manitoba and Saskatchewan (66%), Ontario (60%) and Atlantic Canada (50%) expressed concerns over wildfire smoke.</p>
<p>Canada’s emergency preparedness minister recently warned that this year’s wildfire season will be worse than last year’s record-breaking season. In 2023, Canadian fires burned 185,000 square kilometres; that is more than double the previous record set in 1989 of 75,596 square kilometres, according to the National Forestry Database. Wildfire smoke blanketed North American cities all summer, making worldwide news as well.</p>
<p><strong>Spring rains and flooding</strong><br />
Six-in-10 Canadians expressed fears of severe rains and flooding (60%), with British Columbia (67%) and Quebec (66%) leading the way. This makes sense considering B.C.’s history of severe flooding events, including the Pacific Northwest Floods of November 2021 and <a href="https://connect.notified.com/Tracker?data=P-qAFdFTSVS6ZQnEJB68BKzxsXYpVS9Z1c52Diu3ra069IAt6zqbDBj_wwcWRv09kL4AIMb20oMTPyJX_wWFLTal68JVGdrvcYCDSGyl5C8Nj2bg5Imh5A6yeBcpo0ENBftKPKS1vFG6GhG2ah03MffTN4WbpDkgo3ekTh5yuJPQTTLnOsw8gL93EyW3mjBMB6hSHFJVuwJe5JUng_tD8w==000000000000">Québec’s record wet July</a> of 2023. Flooding concern was next highest in Ontario (60%) and Atlantic Canada (59%) and lowest in Manitoba and Saskatchewan (47%) and Alberta (43%).</p>

Property threats</strong><br />
Drilling down, the survey also asked people what they felt were the top threats to their property during disasters or severe weather events. Six-in-10 Canadians responded, “I am concerned about the risk of mould after a flooding event.” Meanwhile, eight-in-10 Canadians (79%) were worried about personal or family safety during weather-related disasters, a number that was high across the board in all provinces.</p>
<p>People were also anxious about the cost of major renovations (72%), their level of preparedness in the event of a disaster (64%) and whether their insurance is at the right level (60%).</p>

										<content:encoded><![CDATA[<p class="p2">The Ministry of Natural Resources and Forestry –Bracebridge Minden Parry Sound District is advising area residents that a Watershed Conditions Statement – Water Safety Bulletin is in effect in the district until Thursday, May 18, 2023. This message will affect residents within the MNRF Bracebridge Minden Parry Sound District for portions of the District of Parry Sound, District of Muskoka, County of Haliburton and City of Kawartha Lakes within the Black River, Burnt River, French River, Gull River, Magnetawan River, and Muskoka River Watersheds.</p>
<p class="p2">Water levels and river flows remain higher than normal for this time of year.</p>
<p class="p2">Boaters are advised to be cautious if traveling on local waterways. Boat traffic during high water conditions can cause damage to shorelines and to shoreline property with vessel wakes.</p>
<p class="p2">The banks and shorelines adjacent to water bodies can be extremely slippery and unstable. Residents and visitors should exercise caution while around waterbodies and maintain close supervision of children and pets.</p>
<p class="p2">Lower-lying portions of known flood-prone areas may still be impacted to various degrees as lake/river levels as anticipated to remain high for the next several days.</p>
<p class="p2">MNRF also advises extreme caution when using forest access roads for outdoor activities as they may become seasonally inundated with water, are prone to washouts and may become impassible due to localized flooding.</p>
<p class="p2">Residents that have been affected by high water and flow conditions in the past should continue take necessary action to protect/secure any vulnerable property in proximity to</p>
<p class="p2">rivers and lakes and closely monitor developing conditions and regularly check for updated messages.</p>
<p class="p2">The ministry is closely monitoring the weather and developing watershed conditions. Further updates will be issued as appropriate.</p>
<p class="p2">TECHNICAL INFORMATION</p>
<p class="p2">Description of Weather System</p>
<p class="p2">Runoff from significant rainfall that the area received on April 28 through May 2, 2023, has decreased over the past several days.</p>
<p class="p2">Weather forecasts call for seasonal to above seasonal temperatures with minimal rainfall over the next 14-days.</p>
<p class="p2">Description of Current Conditions</p>
<p class="p2">Lake water levels are generally at the higher end of their normal ranges for this time of year. Water levels are expected to decline where they are high or remain stable where they are normal over the next several days.</p>
<p class="p2">The watersheds are cascading systems &#8211; each waterbody feeds into the next downstream. Runoff from rain and snowmelt cascades and compounds through the entire system affecting water levels in each waterbody. It will take a number of days for the remaining high flows to work its way through the entire systems. Downstream water bodies may experience a delay in the full impact of the upstream inputs.</p>
<p class="p2">MNRF is closely monitoring the weather and developing watershed conditions. Further updates will be issued as appropriate.</p>

										<content:encoded><![CDATA[<p>With active flood warnings in parts of the province and rain in the forecast for much of this week, Hydro One is reminding Ontarians that live in flood prone areas about the importance of preparing their homes, the steps to take if flooding occurs and how to prepare for an extended emergency.</p>
<p>&#8220;We are monitoring rising water levels across the communities we serve and are ready to support our customers so they can stay safe and protect their homes,&#8221; said <span class="xn-person">Teri French</span>, Executive Vice President, Operations and Customer Experience, Hydro One. &#8220;We care deeply about our communities and recognize the devastating affect flooding can have on our lives. We will always be there for our customers during challenging times.&#8221;</p>
<div class="wcag-arialevel-3" role="heading" aria-level="3"><b>Move water away from your home</b></div>
<p>Hydro One encourages residents to keep water away from their home by removing debris from gutters, eavestroughs and downspouts. Residents should also inspect the foundation of their home for any cracks that may need to be repaired. If you have a sump pump, maintain it regularly so it&#8217;s ready if you need it and consider a backup power source, such as a battery or generator.</p>
<div class="wcag-arialevel-3" role="heading" aria-level="3"><b>Water and electricity do not mix</b></div>
<p>If flooding occurs at home and water starts to reach electrical outlets, baseboard heaters or furnace, residents should call their electricity utility to have power safely turned off. Residents should not enter any flooded areas, such as the basement, until power is disconnected.</p>

<p>It is critical to ensure you and your family are prepared in case of an emergency or extended power outage. Your emergency kit should include enough food and water for all family members, a first aid kit and any necessary medical items, emergency numbers, blankets, cash, a battery-powered radio and flashlights along with extra batteries.</p>

<p><span id="page26R_mcid1" class="markedContent"></span><span id="page26R_mcid1" class="markedContent"></span><span id="page26R_mcid2" class="markedContent"><span dir="ltr" role="presentation">Description of Weather System</span></span><span id="page26R_mcid3" class="markedContent"><br role="presentation" /><span dir="ltr" role="presentation">Weather forecasts call for</span> <span dir="ltr" role="presentation">up to 8 mm of rainfall with daytime high temperatures up to 18 </span><span dir="ltr" role="presentation">degrees Celsius for May 4 to May 11, 2023.</span></span><span id="page26R_mcid4" class="markedContent"><br role="presentation" /><span dir="ltr" role="presentation">Description of Current Conditions </span></span><span id="page26R_mcid5" class="markedContent"><span dir="ltr" role="presentation">High water levels and river flows continue for</span> <span dir="ltr" role="presentation">Lake of Bays,</span> <span dir="ltr" role="presentation">South Branch Muskoka River, </span><span dir="ltr" role="presentation">Lake Rosseau and Joseph,</span> <span dir="ltr" role="presentation">L</span><span dir="ltr" role="presentation">ake Muskoka and the Bala Reach/Moon River.</span></span><span id="page26R_mcid6" class="markedContent"><br role="presentation" /><span dir="ltr" role="presentation">R</span><span dir="ltr" role="presentation">iver flows</span> <span dir="ltr" role="presentation">and lake water levels</span> <span dir="ltr" role="presentation">are expected to remain high for the</span> <span dir="ltr" role="presentation">next several days.</span></span><span id="page26R_mcid7" class="markedContent"><br role="presentation" /></span></p>
<p><span id="page26R_mcid7" class="markedContent"><span dir="ltr" role="presentation">The watersheds are cascading systems</span> <span dir="ltr" role="presentation">&#8211;</span> <span dir="ltr" role="presentation">each waterbody feeds into the next downstream.</span><br role="presentation" /></span></p>
<p><span id="page26R_mcid7" class="markedContent"><span dir="ltr" role="presentation">Runoff from rain and snowmelt cascades and compounds through the entire system </span><span dir="ltr" role="presentation">affecting water levels in each waterbody. It will take a number of days for the additional</span> <span dir="ltr" role="presentation">rain </span><span dir="ltr" role="presentation">to work its way through the entire system. Downstream water bodies may experience a </span><span dir="ltr" role="presentation">delay in the full impact of the upstream inputs.</span></span><span id="page26R_mcid8" class="markedContent"><br role="presentation" /><span dir="ltr" role="presentation">MNRF is closely monitoring the weather and developing watershed conditions. </span></span></p>
