The governments of Ontario and Canada are investing $64 million to strengthen the province’s wildland fire program. The funding program will enhance Ontario’s firefighting abilities, allowing the province to hire and train key personnel and fund the purchase of new support equipment and technology, including fuel systems, tankers, trucks and software systems.

“Our government is making critical investments in our wildland fire program – on the ground and in the air – to keep Ontario at the leading edge of wildland firefighting,” said Graydon Smith, Minister of Natural Resources. “As an internationally recognized leader in wildland fire safety, we are preparing for more frequent and complex fire seasons to protect our communities now and in the future.”

To help keep communities safe this fire season and in the future, Ontario is also:

Contracting the services of four additional medium helicopters to support fire suppression, increasing Ontario’s total number of contracted helicopters to 13.

Ensuring support for communities impacted by fires and floods by contracting the services of an additional plane to assist with community evacuations, if needed.

Creating more than 100 additional permanent positions to build leadership and experience within our wildland fire program. These new year-round positions will support improved career path opportunities for fire rangers and other staff.

Investing $5 million to help attract and retain wildland firefighting staff. This investment recognizes the critical services of wildland firefighters and pilots with an incentive/retention payment of up to $5,000 for the 2024 fire season.

Supporting wildland firefighters and investigators with improved access to benefit entitlements and eligibility for the same presumptive benefits as municipal firefighters and fire investigators.

“I am so proud of Ontario’s highly trained and skilled members working in wildland firefighting,” said Kevin Holland, Associate Minister of Forestry and Forest Products, “and as we strengthen our forestry sector, it’s crucial to leverage these skills to ensure the safety and resilience of Ontario communities affected by wildfires. Our training programs and investments are essential in supporting all communities that depend on our wildland firefighters.”

With the end of this fire season approaching, Ontario continues to look to future seasons and other ways to improve and modernize our equipment, personnel, and air fleet.

Today marks the end of the 2023 wildland fire season that saw more than 700 fires and 441,000 hectares of forests burned between April and October. That is almost three times as many hectares as the 10-year average.

“Ontario’s FireRangers and other emergency management staff worked bravely and tirelessly to fight wildland fires during one of the most challenging fire seasons Ontario and Canada has ever faced,” said Graydon Smith, Minister of Natural Resources and Forestry. “I’m thankful for their hard work and proud of the incredible dedication they show every day on the job as they protect our communities and natural resources.”

Over the course of the season, Ontario was not only able to protect our people, property and natural resources from wildland fires, we were also able to deploy equipment and more than 600 fire management personnel to support our partners in Alberta, British Columbia, Northwest Territories, Quebec, Yukon, Nova Scotia and Minnesota in their firefighting efforts.

In return, Ontario received assistance from 104 fire personnel from Mexico, Idaho and the Canadian Forest Service, as well as firefighting aircraft from Minnesota and the Northwest Territories.

Ontario is an internationally recognized leader in wildland fire management and coordinates the protection of 90 million hectares of Crown land in Ontario.

During the 2023 season, there were 741 fires – 51 fires more than the 10-year average – and 441,474 hectares of forests were burned.

Ontario recently invested an additional $20.5 million over three years to enhance fire suppression technologies, hire and train critical fire staff and help better understand fire science and behaviour.

The government is also looking at how it can make staffing improvements, such as providing more psychological support, paying for recruitment and training expenses and reviewing some collective agreement entitlements.

Ontario has increased its base funding for 2023-2024 by $35 million for emergency forest firefighting. Since 2018, the Ontario government increased its commitment for funding Emergency Fire Preparedness by more than 92 per cent.

Ontario is ready to respond to this year’s wildland fire season, which lasts from April 1 until October 31.

“We are ready to protect people and communities across the province from wildland fires,” said Graydon Smith, Minister of Natural Resources and Forestry. “Our teams are closely monitoring weather conditions to detect fires early. When they do hit, Ontario’s fire rangers, pilots and support staff are prepared to battle these fires and protect Ontarians.”

The province has action plans in place to manage large, complex fires, especially near communities and critical infrastructure.

“With wildland fire season soon upon us, it’s vitally important that we have a plan in place to respond to crises quickly, efficiently and in close coordination with partners on the ground,” said Prabmeet Sarkaria, President of the Treasury Board and Minister responsible for Emergency Management in Ontario. “Ontario’s Provincial Emergency Management Strategic Action Plan is our emergency response toolkit to ensure Ontario is safe, practiced, and prepared at all times. Our commitment to communities across the province is that Ontario remains emergency-ready and resilient—both now and into the future.”

Ontario works to fight wildland fires, protect communities, and maintain public safety in cooperation with community leaders, Indigenous emergency organizations and other agencies. Participation in agreements with provincial, federal, and international partners also allows for the sharing of personnel, equipment, and aircraft between agencies during periods of escalated wildland fire activity.

Approximately 50 per cent of all wildfires are caused by humans. There are actions the public can take to reduce the risks of forest fires:

Ontario is internationally recognized as a leader in wildland fire management and its resources to fight wildland fires include:

Hundreds of staff who are highly trained and skilled in supporting and fighting wildland fires

A fleet of specialized aircraft used to suppress wildland fires and transport staff across the province

Fourteen fire management headquarters, three attack bases and seventeen forward attack bases, two regional bases, two regional logistics centres and one provincial co-ordination facility.

Last year in Ontario between April 1, 2022, to October 31, 2022, there were 268 wildland fires – with over 2,516 hectares of forests burned, which is well below the 10-year average.

By comparison, during the 2021 fire season, Ontario experienced severe drought and dry weather conditions which led to 1,198 fires between April 1, 2021, and October 31, 2021, which was well above the ten-year average of 825 fires for this period. Approximately 793,325 hectares of forests were burned, including a 200,000-hectare fire – one of the largest in Ontario’s history.
