After 35 years of dedicated service to the City of Orillia, Chief Administrative Officer (CAO) Gayle Jackson has announced her upcoming retirement.

“The role of CAO is integral to the success of the City, and Gayle has provided this organization with unmatched leadership and stability for many years through periods of significant change and growth. Her leadership, vision, and dedication to serving our residents will be greatly missed,” said Mayor Don McIsaac. “On behalf of Council and City staff, I extend our deepest thanks and wish her all the best in her well-earned retirement.”

Since beginning her career as a summer student in the Clerk’s Department in 1989, Ms. Jackson has held numerous key roles in the organization, making an enduring mark on the community.

Over the years, Ms. Jackson progressed through a variety of positions, from Research Assistant to Municipal Code Supervisor, Manager of Legislative Services, and Acting City Clerk. She was appointed City Clerk in 2009, and in 2012 she became Deputy CAO/City Clerk. On March 31, 2014, Ms. Jackson was appointed Chief Administrative Officer, guiding the City through a period of growth and transformation.

Throughout her career, Ms. Jackson has been instrumental in significant actions in Orillia, including securing Hydro One’s community investment, overseeing the implementation of Council’s vision for 70 Front St. N., the construction and operation of the long-awaited Orillia Recreation Centre, and establishing key partnerships with Lakehead University, Georgian College, and the Ontario Provincial Police. She led the City through numerous municipal elections and successfully navigated the organization through many challenges. Ms. Jackson was the first female CAO at the City and also served as president for the Ontario Municipal Administrators’ Association.

“It has been an incredible privilege and honour to work for the residents of Orillia for my entire municipal career. Watching this community grow and progress has been truly rewarding. I’ve had the opportunity to work alongside talented staff, supportive Council members, and our wonderful community. Together we’ve achieved so much to enhance the quality of life for everyone who calls Orillia home,” said Ms. Jackson. “I would like to sincerely thank everyone – Council, staff, and residents – for their support, collaboration, and trust over the years.”

Ms. Jackson’s last day with the City will be at the end of the year. At the Council meeting held on Oct. 21, 2024, Council authorized the beginning of the recruitment process to find a new CAO.
